Location: This position is onsite at one of the following service centers: Saginaw Service Center, Bay City Service Center, Flint Service Center, or Owosso Service Center. The selected candidate must be within a commutable distance of their assigned service center or willing to relocate (a relocation package is available for those who qualify).
General Summary of Job Responsibilities
Provide planning, direction, regulatory compliance, and oversight to assure completion of planned construction and emergent work to Company Electric Transmission and Distribution Substations in a safe and cost‑effective manner. Provide coordination and oversight to the project team, which typically consists of people from all areas of the organization, such as Engineering, System Control, Contract Management, Supply Chain, Electrical Equipment Repair, Electric Field Lab, HVD Resource Planning, Sub Metro, Maintenance & Operations, LVD & HVD Electric Lines, Environmental, Commercial Account Managers, Project Managers, and Customers. Responsible for precisely defining the scope of the project; creating a “Request for Proposal”; defining the project schedule; coordinating internal and external resources; and overall project management. Identify and minimize potential risk to the project timeline and budget. Periodically visit the construction site to ensure compliance with safe work practices, monitor and report progress, and verify the end product meets desired project outcomes.
Essential Duties and Responsibilities
- State of MI certification, storm water management – construction site; site observations and compliance.
- Precisely define the scope of the project; creating a “Request for Proposal (RFP)”; defining the project schedule; coordinating internal and external resources; and overall project management.
- Provide storm restoration support. This may include on‑call assignments.
- Ensure compliance with all applicable safety requirements and regulations pertaining to work within an energized substation and adherence to working clearances.
- Frequently visit the construction site to ensure environmental compliance and safe work practices; monitor and report progress; and verify the end product meets the desired project outcomes.
- Procuring purchase orders and approving invoicing and EWRs.
- Provide planning, coordination, oversight, and direction to ensure regulatory and environmental compliance and completion of planned construction of Transmission and Distribution Substations in a safe and cost‑effective manner. Develop an outage plan to protect workers, equipment, and customers by planning the minimum amount of shutdown time and consideration of minimum approach distances.
- Review engineering prints prior to and during construction. Troubleshoot print designs and be an active part of finding solutions that will result in the minimum amount of impact and cost to the project.
- Ensure all project start‑up elements are ready to go prior to construction: permits obtained, outages procured, and all groups in the construction process aware of when their involvement is required (Operations, Maintenance, Storeroom, Supply Chain, Heavy Haulers, EFL, Field Technical Services, Environmental, contractors, AMA EERC, and I&C design; project managers, real estate, special equipment, LVD and HVD lines). Once started, this process continues throughout the life of the project.

Knowledge/Skills/Abilities
- Knowledge of LVD & HVD switching, tagging, and clearance requirements.
- Ability to read electrical wire diagrams and civil and layout construction drawings.
- Familiarity with construction practices for substation construction, including civil work such as foundations, grading, drain installations, and steel structure erection.
- Overall knowledge of Electric Transmission, Distribution, and Metering Operations, and awareness of the system planning constraints of each.
- Knowledge of the Substation Procedures Manual, Safety Manual, and Work Methods Manual.
Education & Experience
- Bachelor’s degree in a technical, construction, or engineering field with four (4) years in field operations and/or construction experience. Substation background. Leadership experience. Experience in project management from scope to completion, maintaining control of budget impacts.
- [OR] Associate’s degree in a technical, construction, or engineering field with six (6) years in field operations and/or construction experience. Substation background. Leadership experience. Experience in project management from scope to completion, maintaining control of budget impacts.
