Location: This position is onsite at the Macomb, or Livonia Gas Construction HQ located in Macomb and Livonia MI.  The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify). 

General Summary of Job Responsibilities

 

The Gas Contractors Supervisor is responsible for ensuring contracted employees work safe and efficiently during the execution of work for assigned underground gas construction activities. The incumbent has direct responsibility for contractual oversight, including reconciliation of pay items and is responsible for planning, organizing, coordinating the work to support the operations workplan. The position is responsible for maintaining reports of completed job orders and the status of jobs in progress, inspecting job sites, checking on work progress, and ensuring satisfactory completion.

Essential Duties and Responsibilities

 

  • Manages the scope, schedule and cost of construction projects; applies thorough understanding of policy coupled with leadership skills to resolve process and construction barriers.
  • Managing and monitoring work performed in designated zones by non-company crews, including management of contractual items, (i.e. time reporting, invoice approval, unitizing of New Business and Replacement work redline and records accuracy).
  • Responds to complaints and requests for information on the status of jobs in progress to a high degree of accuracy and address customer concerns to a final resolution.
  • Maintains reports of completed job orders and the status of jobs in progress. Inspects job sites for constructability, check on work progress, assure satisfactory completion, prepares requisitions for operations and construction supplies, equipment and materials and oversees projects as required.
  • Manages multiple projects at various stages of development concurrently providing planning and oversight to assure completion of work in a safe and cost effective manner and within standard specification. This includes job site observations, remote inspection observations and identification of any nonconformance.
  • Conducts regular safety meetings, participates as a member of safety committee; investigates and completes necessary incident reports and accident reports; maintains records, prepares and submits required reports for appropriate agencies.
  • Provides planning, direction, regulatory compliance and oversight to assure completion of work in a safe and cost effective manner.
  • Other non-essential duties as assigned or may be necessary.

Knowledge/Skills/Abilities

 

  • Knowledge of Gas Distribution and Transmission construction activities, safety requirements, work methods, work processes & related technology.
  • Knowledge of planning and scheduling process and project management.
  • Ability to take action in solving problems utilizing Lean principles while exhibiting good judgment and a realistic understanding of the issues.
  • Applies understanding of company policy, union agreements and contract requirement coupled with leadership skills to resolve process, contractor or customer issues. This includes Identifying initial risks, issues, and constraints impacting resolution.
  • Skilled in negotiating & conflict resolution with internal and external clients.
  • Knowledge of bid development and contractor requirements. Developing skill and knowledge of contract management practices.
  • Ability to lead multiple project/program tasks simultaneously.

Education/Experience

 

  • Bachelor's Degree in Technical/Scientific, or Engineering with 2 years of experience leading field teams and with safety management systems. Experience in work/construction methods of electric/gas/water/utility systems and applicable standards/laws pertaining to the operation of utility infrastructure. Experience building relationships and business acumen
  • [OR] Associate's Degree in Technical/Scientific, or Engineering with 4 years of experience as stated above
  • [OR] High School Diploma with 6 years of experience as stated above

Physical Demands

  • This role is regulated under the Pipeline and Hazardous Materials Safety Administration (PHMSA). This regulation covers functions in pipeline operations, pipeline maintenance or pipeline emergency-response. Employees in this role will be subject to random drug testing in accordance with the regulations set forth by the PHMSA.
