Location: This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday assigned to either the Saginaw Service Center, Alma Service Center, Ray Compressor Station, Royal Oak Service Center, or Northville Compression Station. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify).
General Summary of Job Responsibilities
Essential Duties and Responsibilities
- Coach, mentor, motivate, and provide technical and project guidance to cross-functional project team members, influencing them to take appropriate action on assigned work.
- Prepare monthly, annual, and overall project forecasts for large Board of Directors–level projects and programs, and provide ongoing cost reconciliation for project expenditures. Accountable for ensuring projects are completed within monthly, annual, and multi-year budgets.
- Identify and recommend cross-functional processes, techniques, and standards that drive performance, continuous improvement, and effective problem-solving on existing projects.
- Manage large project teams and contractors to ensure proper resource allocation and successful completion of planning, engineering, procurement, construction, and commissioning activities. Ensure all team members and contractors adhere to technical specifications, permitting requirements, regulatory standards, and environmental procedures.
- Develop and manage project KPIs and execution metrics. Conduct data and trend analyses, apply problem-solving methodologies, and implement performance improvement strategies. Develop appropriate visual management tools and support operating reviews.
- Lead the planning, governance, and execution of projects from inception to closeout for large, complex Engineering & Construction initiatives, ensuring achievement of scope, cost, schedule, quality, safety, and performance objectives.
- Identify and manage project schedules, dependencies, and critical paths using scheduling tools and methodologies, including predecessor activities, resource-loaded schedules, and float analysis. Ensure timely updates and appropriate levels of detail for accurate progress tracking and stakeholder communication.
- Prepare, lead, and manage all project communications, including updates, overviews, and issue resolution for key stakeholders such as project teams, executive leadership, regulatory agencies, customers, and community leaders. Responsibilities include agreement negotiations and the development and delivery of detailed project reports and issue resolution materials.
- Establish and manage complex procurement strategies and contracts, including contractor and customer negotiations, and oversee contract execution to maximize operational and financial performance while mitigating risk.
- Demonstrate strong technical acumen in engineering, construction management, and quality oversight for complex designs and solutions. Lead problem-solving and issue resolution for technical, construction, or quality-related challenges. Establish and manage risk mitigation strategies to optimize project constraints and minimize execution risks.
- Perform other duties as assigned.
Knowledge/Skills/Abilities
- Demonstrated proficiency in Project Management Institute (PMI) knowledge areas, including Integration, Scope, Schedule, Cost, and Quality Management.
- Strong knowledge of engineering principles, construction management practices, and the practical application of engineering science and technology, including construction methods and materials.
- Experience leading diverse, cross-functional project teams, providing guidance, mentorship, and a clear vision for project success. Knowledge of resource allocation, productivity improvement, and effective team coordination.
- Skilled in developing comprehensive project plans, schedules, and budgets, and overseeing their successful execution.
- Proven ability to communicate effectively, negotiate, and influence stakeholders at all levels, including executive leadership, customers, regulatory agencies, and project teams.
- Expertise in project management tools such as matrix diagrams, control charts, and Gantt charts. Strong understanding and application of visual management tools and Lean principles.
- Advanced critical thinking and decision-making skills, including strategic thinking, trade-off analysis, data analytics, and business acumen within the utility industry.
- Expertise in risk mitigation techniques, problem-solving methodologies, countermeasure development, and detailed action plan execution.
- Experience developing and implementing quality plans, tools, and methodologies to ensure adherence to engineering, material, and construction standards.
- Strong understanding of contract methodologies, terms, and conditions, with proven ability in contract negotiation, administration, and conflict resolution.
Education/Experience
- Bachelor's degree in applied Engineering or relevant field and 7+years of applied engineering or equivalent working experience. Significant project management experience working in accordance with EPM Project Lifecycle Processes (PLP) framework to improve predictability and effectively manage project risk.
- [OR] Associate's degree in applied Engineering or relevant field and 9+years of applied engineering or equivalent working experience. Significant project management experience working in accordance with EPM Project Lifecycle Processes (PLP) framework to improve predictability and effectively manage project risk.
- [OR] High School diploma and 11+years of applied engineering or equivalent working experience. Significant project management experience working in accordance with EPM Project Lifecycle Processes (PLP) framework to improve predictability and effectively manage project risk.
