Department Summary

Consumers Energy Company’s Environmental Services Department (Department) is a team of professionals who provide planning, permitting and operational compliance support for electric and natural gas utility operations serving approximately 6 million customers in Michigan. The Environmental Services’ Land and Water Management Section is seeking an Environmental Analyst / Engineer to support the company’s environmental compliance programs, including the National Pollutant Discharge Elimination Systems (NPDES) program, water withdrawal program, and Toxic Release Inventory (TRI) Program.  The successful candidate will join a team who routinely collaborate with internal business partners and other Environmental Services staff, and interact with local and state governmental agencies.   

 

Job Description/Responsibilities

The Environmental Analyst / Engineer will support various company departments in the application of environmental compliance at new and existing Consumers Energy facilities.  Responsibilities will include supporting/managing of environmental programs of which include at a minimum: 

  • National Pollutant Discharge Eliminations System (NPDES) permits and technical support;
  • Water Withdrawal Law (Water Use regulations);
  • SARA Title 3 Tier 3 (Toxic Release Inventory Reporting);
  • Energy Information Administration Environmental Reporting; and
  • Environmental sustainability reporting, included but limited to water use reporting.

 

Additional responsibilities and functions include:

  • Provide expertise on environmental programs, regulations, permit conditions and equipment.  Independently manage data (both water quality and other media), develop, manage and monitor environmental projects, and provide technical assistance to business partners.
  • Act as a liaison on environmental issues within and outside the company. 
  • Independently recommend and implement environmental solutions involving the engineering, design, operation, and maintenance of water systems within company assets with a focus on sustainable practices/concepts.
  • Develop solutions for environmental water quality issues based on investigations, tests and monitoring results and upon request from various company operations (like generation facilities)
  • Represent the company as a liaison on water related environmental issues with regulatory agencies and industry peers, including industry trade associations and associated work groups
  • Review and interpret water related and other environmental regulations, proposed regulatory changes, and polices to assess impact and ensure compliance. 
  • Develop, coordinate, and effectively conduct water and chemical related environmental training.
  • Perform water and other related media  analysis, trending of data, special tests, and investigations for business partners needs
  • Ensure NPDES permit and other media assigned regulatory compliance programs by monitoring, reporting, developing and implementing procedures and strategies. Share accountability for compliance with business partners.

Required Qualifications

  • A Bachelor's degree in engineering from an ABET accredited program as set forth in the Engineers Council for Professional Development and 3+ years of applicable experience

OR

  • A Bachelor Degree in a technical field (ie, environmental management, resource development, management, fisheries and wildlife or one of the natural science disciplines).
  • 2+ years of applicable experience, which may include high level non-exempt experience.

 

The following skills may set you apart from others:

  • A Bachelor's Degree in Chemical Engineering, Environmental Engineering, Chemistry or other closely related field
  • Proficiency in computer applications applicable to specific work field/discipline; i.e. data management for several disciplines, water quality based effluent & mass balance calculations, water treatment additive processes, etc.
  • Ability to be self-motivated to plan, prioritize, and manage multiple projects and assignments.
  • Understanding of the environmental implications of decisions and recommendations and ability to achieve business success goals in balance with environmental protection/stewardship opportunities, environmental regulations and design, operation, and maintenance of company environmental assets.

Essential Functions

Planning, design, construction, and maintenance of Electric and Gas Distribution and Electric Generation systems as well as facilities and ancillary support process for all utility operations. Duties and who this individual reports to will fluctuate between projects, Practice Areas, and offices. Individual possesses the skills lead, problem solve, and work well in a team environment.  Individual should exemplify safe work practices and follow the company’s compliance standards.  Lead and/or assist with engineering projects to include design, plans, inspections, system planning, specifications, reports, maps, environmental impacts, permits, contracts, schedules, estimates, surveying, easements, data collection, construction observation, and field investigation.  Provide engineering services with accuracy, integrating all applicable governmental and company laws, standards and procedures on time and under budget. Use computer assisted engineering, design, and drafting software and equipment to prepare engineering and design documents.  Understand and follow company established standard procedures for file structure and standard drawing procedures for projects  Become familiar with plans and specifications, maps, and related material for each project and be able to utilize the information appropriately.  Assists in client contact and communication.  Utilize effective oral and written communication skills to provide technical expertise to   coworkers, clients, customers, government entities and the public.  Public involvement may include producing reports, graphics, presentations, and other visual material as well as occasional speaking or meeting with stakeholders. Attend internal and external meetings.  Provide all engineering services in a legal and ethical manner. Resolve all customer complaints in a timely manner. Serve as onsite project representative.  Reviews operating and construction sites to monitor progress and other duties per the design documents.  Regular attendance is expected.

 

Hours and Travel

This position requires the individual work a minimum of 40 hours per week (45-50 typical) with 85% of time spent in the office or specific field locations. Travel is required to job sites and project meetings and could be significant dependent upon location.  Individuals need to be willing to work additional hours as necessary to meet deadlines or assist with storm restoration activities. Individual should be willing to participate in the on call rotation in case of potential storms. Individual may have to work outside of assigned headquarters to help with storm restoration which may require overnight stays Individuals must have a valid driver’s license.

The noise level on the construction site is often loud.  Individual must have the ability to work up to 16 continuous hrs during emergent work.
