Location: This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday preferably assigned to Parnall located in Jackson, MI. (Other locations may be considered). The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify).
General Summary of Job Responsibilities
Consumers Energy Company’s Environmental Quality and Sustainability (EQ&S) Department (Department) is a team of professionals who provide planning, permitting and operational compliance support for electric and natural gas utility operations serving approximately 6 million customers in Michigan. The Department’s Air Quality Section is seeking an Environmental Analyst / Engineer to support the company’s environmental compliance programs, focusing primarily compliance with the air permits at both our fossil fuel-fired generation and natural gas compressor sites in Michigan. The successful candidate will have a background in air permitting for utility operations and strong relationships with state and federal environmental agencies, as well as evaluating regulations for applicability determinations for Company-wide projects associated with electric and natural gas utility operations. The successful candidate will join a team who routinely collaborate with internal business partners and other EQ&S staff.
The Senior Environmental Engineer is responsible for designing technology to assist in environmental conservation, evaluating land to determine the impact of commercial activity, and advising policymakers on environmental best practices, among other duties. They work on moderately complex projects to find creative design solutions to pressing environmental problems and ensure compliance with regulations related to water, air, soil, and other types of pollution and provide recommendations for remediation. The Senior Environmental Engineer may lead small projects and oversee the work of lower level engineers and technicians to ensure timely on budget delivery of projects.

Education/Experience
- Bachelor's Degree in Engineering from an ABET accredited program with four (4) or more years of environmental engineering concepts and regulations
- [OR] Bachelor's Degree in Engineering from a non-ABET accredited program plus a Professional Engineering licensure with four (4) or more years of environmental engineering concepts and regulations
Preferred Experience
The Environmental Analyst / Engineer is preferred to have 10 or more years of air quality experience. In addition, the candidate must evaluate proposed projects Company-wide to determine air quality permitting, compliance, and recordkeeping requirements.
- Renewable Operating Permit (ROP) experience
- This would include the submittal of ROP renewal applications, negotiating permit terms and conditions, compliance with reporting and recordkeeping conditions, and updating associated internal procedures
- Air Quality Permitting experience
- Review of a variety of projects to determine the applicability of air quality permitting, including assessing the applicability of major New Source Review (NSR) or Non-attainment NSR permitting or other requirements, such as New Source Performance Standards or National Emissions Standards for Hazardous Air Pollutants (NESHAP)
- Familiarity with state and federal air quality rules
- Environmental Management System (EMS) experience
- Consumers Energy has a corporate EMS and many interactions work through those processes
- Experience with Michigan’s MiEnviroPortal
- Air Emissions Testing Experience
- Experience writing and/or reviewing testing protocols and stack test reports
- Reviewing and interpreting air quality related and other environmental regulations, proposed regulatory changes, and internal policies to assess impact and ensure compliance
