General Summary


This position is responsible for managing the daily Quality Assurance/Quality Control responsibilities of specific construction projects to ensure the project is constructed in accordance with the established standards, project scope of work, design drawings, specifications and good construction practices while maintaining the highest safety standards. The role will include direct oversight and review of the entire project from inception to completion. This position works with a matrixed organization and will lead, document, and coordinate all Quality Improvement activity, Non Conformance Reporting, Root Cause Investigation, Problem Solving, and Lessons Learned while working closely with project managers, construction managers, supplier representatives on site, and other key personnel.


Job Description/Responsibilities


Responsible for the implementation of Project Quality Management Plan and Inspection Plans. Directs 3rd Party Inspection Teams for quality audits, surveillance, and assessment activities. Develops Quality Surveillance and Audit Strategies. Ensures all individuals are qualified to their appropriate job duties. Manages project construction surveillance and audit programs. Supports the project documentation turnover process. Conducts Audits and Surveillances for the evaluation of vendors and suppliers in accordance with Project Quality Plans and all applicable engineering, project specifications and codes. Coordinates collating Quality Observation Forms (QOF) and Quality Observation Log (QOL). Manages QOF and QOL and assisting the Project Engineer with tracking them to close out. Work directly with the Project Engineer, Construction Manager and Project Manager to discuss any quality issues that may be of concern or become a risk.


Key responsibilities include:

  • Follow and update the project Quality Plan in accordance with Scope of Work, Design Drawings, Engineer Changes and Project Change Notices.
    • Manage and lead the QA/QC process for all construction activity's
  • Review and analyze vendor/supplier Quality Submissions (plans, resources, systems)
  • Audit vendor/supplier implementation of specific quality plans, foreign material exclusion plans and other field related activities
  • Monitor contractor and inspection to ensure compliance with policies, procedures, and plans
  • Audit quality records throughout execution, including contractor field reports, and correspondence as related to quality
  • Assist in the turnover of projects from contractor to Owner
  • Monitor and report on status of quality issues
  • Manage Quality Observation Form (Daily Activity Report) and update the Quality Observation Log
  • Act as liaison between Inspection, Project Management, Engineering, Cost Controls, Document Control, and Contractor.
  • Verify inspection and testing of new construction to ensure compliance with design, specifications, codes, standards, and regulatory requirements




  • 4 years of applicable experience in the specific field and a Bachelor’s degree in a Technical Field.
  • Less than a Bachelor's degree may be acceptable if accompanied by extensive Company or industry experience in positions that demonstrate required abilities and performance (12+ years)



Essential Functions


  • Perform various tasks associated with construction contractor oversight (compliance to contract, scope of work, specifications, etc.).
  • Thorough auditing, inspection, documentation, reporting, and dispositioning of inspection results for various material, assemblies, fabrications, and contractor workmanship.
  • Document physical and/or analytical tests on samples submitted to lab from various processes.
  • Document/Manage/Communicate nonconformance to appropriate personnel in timely fashion.
  • Investigate and follow up on non-conformance results. 
  • Performs complaint investigation as requested by management. 
  • Responsible for proper filing of data sheets after inspection and testing is completed. 
  • Able to use various Measurement and Test Equipment.
  • Working safely and protecting the environment are an essential part of an employee’s job performance and all employees are responsible for adhering to Environmental Health & Safety (EHS) policies/procedures, reports hazardous conditions or risks follow department EHS rules and requirements.
  • Regular attendance is expected.
  • Must be able to work with minimal direction.
  • Strong working knowledge of Microsoft office suite and other software database applications specific to projects.
  • Must be able to lead a Team through root cause investigations and lessons learned process.
  • Must be familiar with CE Way tools and implementation.



Hours and Travel


This position requires the individual work an average of 45 hours per week with 85% of time spent in the office or specific field locations. Field locations will very throughout lower Michigan. During the construction season 90% of the time spent is in the field. Overtime will be expected as project needs are identified.
