The Sr. Environmental Compliance Manager will manage environmental compliance activities for generating facilities that are in various stages (development, construction and operational).  This position will provide compliance program management, subject matter expertise and field support with a focus on water quality/air quality/waste regulations, monitoring, and permitting processes.   They will provide oversight, direction, auditing, problem solving and recommendations to the generating facilities within the NorthStar fleet on environmental regulatory compliance issues relating to processes, procedures, equipment configuration, testing, and operations. This position will also support sustainability data collection and reporting as well as direct review of environmental impacts of renewable projects. This position will provide environmental compliance oversight, develop regulatory compliance strategy and programs, and reporting support for a diversified fleet of electric generation facilities that is powered from wind, solar, battery storage, gas cogeneration, biomass and coal as well as carbon capture, utilization and storage initiatives.    

Duties & Responsibilities: 

  • Evaluate and interpret local, state, and federal environmental regulatory standards and determine the applicability of requirements at various generation facilities.  This includes, but is not limited to, Renewable Operating Permits (ROPs), 40 CFR Part 60 and 75 monitoring requirements, Emissions Trading Programs, and other facility-specific permits/agreements.
  • Develop and implement programs and procedures to ensure compliance with applicable regulatory requirements.  This includes the coordination and evaluation of compliance testing, modeling, condition assessment, equipment configuration, maintenance activities and procedure/process implementation.  
  • Collaborate with plant management to identify, develop, and implement procedure/process changes.
  • Prepare, track, manage and analyze compliance records for each location.  This includes communicating with various regulatory agencies regarding technical analyses, modeling reports, information submittals, forms and databases.
  • Oversee corrective action plans to support agency findings, recommendations, and violations and ensure completion is correct and timely.
  • Oversee environmental site inspections and assessments at each location.
  • Support existing plant operations/modifications as well as new project construction, maintenance, and operating controls.
  • Coordinate with key stakeholders to compile reports and submit as needed.
  • Provide scope and quality oversight of contractors whose work is related to compliance such as: environmental testing/sampling, engineering analysis, and report creation.
  • Other non-essential duties as assigned or may be necessary  

Knowledge/Skills/Abilities: 

  • 4+ years strong operating, permitting, maintaining and reporting of wind/air/waste quality parameters of utility scale generating facilities.    
  • Proficiency in water/air/waste permitting processes of generating facilities.     
  • Demonstrated ability to identify compliance issues and risks, as well as foster effective working relationships to resolve compliance concerns.    
  • Ability to successfully work with operational business partners, Plant management, SMEs, Federal, State and local regulators at a variety of levels and in a variety of situations.    

Position Requirements: 

  • Bachelor's Degree in Environmental, Scientific, or Technical field required
  • 4+ years' relevant work experience
  • Air Permitting certification preferred
  • Knowledge of applicable Code of Federal Regulations and State Laws, regulations.
  • Performs Environmental Engineering support for the regulatory compliance of electric generation facilities.
  • Manages and consults on complex activities to support environmental systems in the engineering analytical space on a frequent basis.
  • General environmental compliance auditing expertise.
